It works on skills that deal [Slash] property damage. I’m not sure what you mean by [ALL] property.
I think he just confused Weapon-restriction skills (All, Sword-only, Pike-only, etc) with Damage Type (Slash, Strike, Pierce, Non-property, etc).
To exemplify:

Ah, you are correct, i misread it as weapon restriction skills, because the incoming fletcher master card is bow property.
