About LInker's Hangman's Knot

I just tried the Linker’s Hangman’s Knot who is supposed to gather all linked monsters and as of many videos, damage the monsters when they gather.
Now, the skill alone says: “Tighten link to gather up enemy. [Bind] Duration 1 seconds.”
There’s the attribute Hangman’s Knot: Add More Damage >> “The enemies shot by Hangman’s Knot will receive 20% more damage of the character’s magical damages per attribute level.”

So my question is: Is HK supposed to do damage initially without the attribute, or just gather and bind them?
The text says 20% MORE damage, but that could just be a bad translation.

Any other Linkers out there with an answer?

Same here, after using Joint Penalty to link 5 monsters together, I attempted to use Hangman’s Knot immediately right after. In conclusion, the mob just lumped into one spot and took no additional damage as shown in your video.
