im from africa and many of my friend from brazil,chile and they will play new latin server can i play with them or that for latin people only so i cant play with my friends ?
I think you can, the servers arent blocked to each other, IMC stated that who is from LA can go play on the NA area no problem, so i take its the same for other regions allowed to play on NA.
You can still play with your friends, the LA servers are not exclusive. They are just an option for those who live in LA and want to play in their own servers with better latency and less crowding.
