Yes, they can be sold.
Normally, if you go to the Market and type in “Dispeller”, you will find some. If not, that just means there isn’t anyone selling it at the moment.
(Not what you asked, but, leaving as extra information to anyone that needs it: To craft a Dispeller, one needs to buy the attribute for it first)
