I guess, not guess, i am sure, there must be lots of inactive accounts and bot accounts exist, so i suggest to select the candidate from the people who post at least one time in forums.

If they prioritized people who have given and received likes, We’d all basically get in even people who have just signed up and became even mildly active and still probably have room for plenty of other randomly made accounts.
likelihood of this happening however is nonexsistant.
