I just fixed this problem. Although what I did must be drastic lol.
I went to “\steamapps\common\TreeOfSavior” and deleted “patch” folder. Then on Steam, I verified the files and it redownloaded all files. I’m not sure if this will work without deleting ALL the patch files but just make sure you force it to re-download the patches.
Then run the launcher, wait for it to finishing updating the patch files. (mine has this weird error where the patcher doesn’t show anything but a black space below the ToS logo so I just go to “\steamapps\common\TreeOfSavior\release” and see the files updating, sort the items by Modified Date).

to be safe, just move the whole patch folder to a different directory, then verify on Steam

Before open client, verify the game files through steam… There should be missing files shown…
Connect hotspot shield…
Open client… It should patch…
Once tos connects, I close my hotspot shield… But i turn on hotspot shield before I open client every single time… If I don’t, I have to repeat the above steps… sighz… Not sure why this is happening…
