They max out at level 9 cards for whatever reasons. That makes them unattractive to do at higher levels.

They only give one card so most often then not you will abandon the quests with kills and just take the free turn ins with stuff you have in your inventory.

Sometimes you will feel less lazy and actually walk 5 meter to the market and buy what you need
For napkin math purposes I am level 24X and eating a level 9 card will give me like 0.4% Job XP at job level 7. That means dailies can currently contribute a total maximum of 2% per day. That means doing these 5 limited quests per day I will need 50 days to go from job level 7->8. Rather underwhelming
Suggested changes to make this a feature that incentivises group play without forcing it and encourage twinking:
A) Max level of cards is 10
B) Everyone in your party is assigned the same one
C) Abandoning will lead to you getting the same one again
D) Reward increased to 3 cards.
E) You can do 7
These changes would lead to at least a couple of groups forming. The improved scaling via 3 cards totaling for 30 cards if you do them all would lead to 21x ~0,8% job xp or 20 of a medium job rank. That might be a bit high, but at the same time since you cannot skip the kill missions they might take a good while to finish
