Make megaphones buyable with TP and free TP only after you reach level 50. This way spammers can’t just make new accounts to spam once banned.

Megaphone/chat cooldown. 1 megaphone use every 20 minutes and 1 minute mute if spam the same thing in chat more than 4 times per minute.
Advanced posibilities:

Filter the words “com”, “c0m”, “<0m”, “c[]m”, “c [o] m”, “c [0] m” and the names of known gold seller websites. No point in spam if the people they spam won’t know how to access their website and they won’t bother making new domains.

Implement a shadow-ban system for the mention of game-currency selling sites. The mention of gold sites will automatically get them shadow-banned from the chat.
I personally think a combination of 1 and 2 would greatly decrease the spammers without affect the average player.
