10% STR/INT Bonus Per Rank Question

Does the 10% only affect the amount of stats put in STR and INT at the moment of the rank up, meaning that I should put all the points i need in STR or INT as soon as possible first or does the 10% affect the points I put in the stats alter on?

In other word: Does the 10% per rank you gain in STR and INT only affect the current STR/INT or all incoming points later on?

All incoming points.

You will not waste points if you don’t put them in the “correct order”, if that’s what you are worried about.
