yes, because RNG does not have true randomness involved (if that even exists… I doubt that there is “the perfect coin” to simulate true 50% chance on earth either).
But even if there was true randomness inside the game, probability only applies accurately within huge sample sizes. if IMC did a passable job with RNG, your results should be close to 1000 successful ichors within 10000 tries. So, if you try another 9948 times, you should be close to 1000 successful extractions.
Otherwise, even with perfect extraction probability recreation via RNG, it would still be possible to fail 9000 times straight in a row before extracting any ichor.
