EDIT: Sorry I’ve mistaken the quests. As for Why on Medzio Diena:

  1. It seems as if it had not been used
  2. It may have been a situation in which oil barrels are needed
  3. All of Wall’s Device, including Flamethrowing Magic Stone
  4. There may have been a reason they could not use it even
