0.2% and 0.3%~~~~~~~
My mind conveniently chose to ignore the % sign LOL sorry.
There is one thing to make an item hard to get and another thing for players to sit and question whether or not the item does in fact exist at all despite data-mined information. A 1% compared to a 0.1% is a big difference. Just that tiny bump is what would be reasonable. Of course some would want it even higher if they could have it that way but then everyone would have them with just a little effort.
As for the other suggestion of increase the spawn rate; how about increasing the number available per map? Take for example Vubbe Fighters. How many can be on Crystal Mine 3F? Two? Three? Couple with its already longer spawn timer compared to other monsters on the map makes it more difficult. Granted the map is not large enough to support more available spots for the Vubbe Fighter. Would it be better then to have the Vubbe Fighter available on say, Crystal Mine 2F as well? Just a food for thought idea.
I don’t have a problem with low drop rates, but the spawn rate of most maps has to be increased in order to compensate for said drop rates.
