This would happen anywhere where you badly police the public forums.
The point is not that they should test things on kToS and iToS or anywhere else for that matter but that the very notion of testing first on your main servers is somehow a valid excuse not to release the same changes everywhere. You don’t even need the user input, already gives you data that you can use to improve the game. But even here on this very forum there’s valid feedback if you look hard enough.
Maybe they plan to bundle several patches together. Either way they should communicate what the plan is.
