Oh. You get it from Event Notice Board as a single box, which you open at respective levels 5,10,30 and so on up to lvl 100. You can get this box for 4 characters in one account. The only condition is that you team is created from 9 may to 13 juni.
yep i play usally on fedimian but i created a character just because of this event on klaipeda … and i got to lvl 272 in 3 hours lol
Edit: but i need to say that i got many dungeon reset voucher from the maintance gifts and other things like many multiplier tokens
I don’t believe in 272 lvl in 3 hours. But with some help from friends, clear and reset vouchers, it might be doable.

In any case, @strider , you’re nowhere near behind on anything… not at this stage anyway.
Also, talk to the “Girl” NPC, she gives out EXP tomes depending on what “attendance day” you’re at. Just a little extra you can craft into non-timed tomes you can move thru server-storage.
Get your first four Lv330 characters and then maybe you can feel like you’re missing out; until then… 
yeah i just edited because i got many items from the maintance gifts … and nope i got no help from friends … all my friends play an fedimian too … and i think not exactly 3 hours but it should be 3-5 hours
My only good tips for newbie tho (since the one above didn’t work as much lol)
Go explore more, don’t ask people to spoon feed you too much in game, people will hate you for that.

Are they the limited low level EXP tomes ?
If yes, like @DiMeowgio said, you buy the recipe at the Item Merchant in Klaipeda (page 2) to craft them into x4 or x8 tomes. Once they’re x4/x8 tomes, they won’t expire anymore AND you can put them in your Team Storage. Meaning you can transfer them to your newly made character.
If they’re the tomes from this event it doesn’t matter since your new made character will also get them, so if you want to you can simply delete your current Cleric and remake one.
If you’re still low level (around 50), honestly it’ll take you super fast to get back to where you are as long as you don’t just skip most quests, so I see no con to restarting now.
I’m level 71. Does the Priest circle make that much of a difference, and will people not buy from me if I don’t have it? If to have a good shop I need that Priest thing I replaced with Bokor I’ll just restart, kind of sucks though. Right now I only have 16 level 1 tomes since I made a level 4 and have used it. Is it worth restarting?
Credit Card -> TP -> Exp Tomes + Multiplier + vouchers + etc = Good to go. 330 in one day.

Hmm dunno, at least do the maths yourself, but won’t find any quicker way.
You can ONLY sell Priest buffs. You cannot sell anything else.
So if your goal is to get Pardoner 2 for the Buff Shop, you must have Priest 3.
If you want to use Pardoner to craft skill scrolls, you cannot sell every skills, only a few: Cleric’s Cure, Krivis’ Daino, Aukuras and Zalciai, Priest’s Monstrance, Paladin’s Barrier and Restoration, Oracle’s Arcane Energy and Forecast. I may have forgotten one or two, but that’s about what sells.
Most shops sell level 16-17 buffs, so you need that to be worth having the shop. Without Cleric 2 and Divine Might you’ll sell “only” level 10/15 buffs.
Don’t forget to do the Clover/Anvil event for +100% exp buff. I advise to use everything that gives +% exp when you go do dungeons, and then missions. It’s really fast and easy exp this way.
Also, to be sure, your character is full SPR stat, right ? The buffs scale on SPR (Blessing, and Sacrament a little bit) so without SPR or low SPR, your buffs won’t be that good and won’t sell much.
@strider if You are on Silute, you can easily go to level 100 only doing auto-attack, for real, just do this:
Go to Klaipeda, channel 10, on the left side of the Statue find the store of buffs NightBuffs:
Check the name of the character that own the store, its NightBuffs too.
It will give you +1950 atk per hit in any attack you have, including heal, cure, auto-attack.
Some people at level 200 still can do only auto-attack with this kind of buff. This store is awesome.
If you are not on Silute server. More right the level of the player that owns the store, more atk it will give.
Whenever I hit an exp wall, I go to the maps that is at least twice my char’s level and grind for like 10mins… Fast exp and I get more warp points saved yay! 
As the others said, the only way to reroll is creating a new character. But you can move high level tomes through team storage, it won’t be an issue.
If you rly want to enter the buff business you must have Priest3 full spirit. Otherwise your shop will probably be ditched, since the others will be better. In which server are you playing?
