In the end, no one gave a clear answer to OP, not even the staff lol.
Answer: Gacha and Exchange Shop, now you are a happy customer that can waste hundred or thousand of dollars trying to get a costume that might be gone in a few months when the game is put down.

IMC decided we should be forced to buy gacha to get them.
Oh and also almost double their costs.
In JTOS they are still in the TP shop for TP, not medals.
Different publisher though.

Just got an insight. IMC stands for I make crap?
I rather buy a costume for 300 TP instead of buying 11 attempts to MAYBE get a costume i dont want if get any costume at all.

I don’t want people using "personal attak"even if that didn’t harm someones feelings. That is not recommendable. and @maruthontour, About the Costume problem it has moved to recycle shop and you could purchase it by medal.

In the place you dont want anyone to tell you.
Then exchange it in the TP store.
You could acquire medal by recycling TP items at Recycle shop. But be warned though, this medal is not tradable amongst characters. So you have to recycle the item on specific character to acquire medal. Which in this case, the character you want to have costume at.

Is making medals tradeable via storage on the to-do list? Being bound to one character is incredibly inconvenient.
