Yes, unless you advance into the same class.
Only if you’re going to change classes on your next rank. For example you’re going swordie > peltasta, you’ll have to use up all your skill points cause they won’t carry over. However, if you’re going from swordie circle 1 > swordie circle 2, you can carry over your skill points.
