I’d hate to say it but it looks like your rubberbanding issues may be your internet.
Your download/upload speeds are not the same as your ping. Ping is basically how long it takes your computer to talk to your ISP server. Then how long your ISP server needs to talk to the game server. Once a connection is established, then your download/upload speed comes into play.
Those pings are pretty high all across the board.
you are missing his main point… he plays other games over here in NA with no problems in NA servers… here in TOS is another matter all together…
what he is saying is simple as ■■■■… 1. his computer is suffice… 2. his internet is suffice… (even for cross globe connections)… in his past experiences with other games located here in NA he has no ■■■■■■■ problems… and yet HERE IN TOS he logs INTO the sea servers. (LOCATED NEAR HIM)… and still ■■■■ is thrown in his face… i can feel for him…

its 1990 and this kid plays golf and every other professional in the sport of golf uses IRON clubs… TOS decided to bring wooden clubs (their server situation) to an IRON world… simple as that.

routing is surely an issue but flushing dns has nothing to do with improve routing

can i share an experience here… i was once banned from a game for something another kid in my local area did… becuase we shared city wide wifi for 30 bucks a month… apparently somehow according to games (other servers)… we shared the same server (ip)… I was later unbanned after I had to prove that this was actually the case… and it goes to show you that people believe what they believe until proven otherwise… regardless of otherwise already existing beforehand.
now this has NOTHING to do with the current topic aside from the fact that before i looked into and let the company of said game know… not a soul on their end (including YOU) didnt even know something like that was possible. Which is why when i tell you, the game changed… for everyone… mouse/keyboard/controller. they changed ■■■■ to make it more sluggish period… REGARDLESS if you feel it or you dont.

what is dns - domain name resolver.
what it does - basically you should know about IP address. every machine in same subnetwork have unique IP address. we are using IPv4 which is display as a.b.c.d. you can go to google by enter http://a.b.c.d but you would not remember. your brain remember google.com so dns provide map between these two.
is it the same thing with routing - different
dns gives you deatination IP answer the question where to go.
routing is the question how to get there.
your destination hardly changes but your route to it are more prone to be change.
flushing dns ensure that destination correct which is hardly change. if destination incorrect op would not able to login in first place.
the op issue is indeed routing. the route change dynamically due to up/down state of links. changing route will result in fluctuation in ping test and some package lost. the root cause of rubber banding.
by using vpn, you established a highway like in your link. it has defined entry and exit. it is not necessary faster but more reliable because rotue is lesslikely to be recalculate.
