I see quite a few on AH, TOSbase says they come from recipes but no list of where those drop. No recipes on AH, so i’m not sure how people are actually getting Miters.

It’s probably from Nevelle Quarry F2 puzzle if we’re being coy about it. Or Topes Mines but that’s where you get the Noble Hat from so not sure which one has the pope hat.
A lot of the headgears you see on TOSbase that don’t list a drop location are from level 100 Missions, and rewards from dungeon cubes later on. I don’t know why most people try to keep it a secret; mostly everyone will eventually get them.
