Thats steams generic text for those regions, it doesn’t take into account IMCs blocks. Find other games region blocked to you and you will find the exact same text. i explained this before.

if we seen this problem, let say Indonesian already have TOS in local server, same like SG and MY, soon they will relase CBT server (they doing cbt to test how many people will play in their server and make server stable using that count, but if all people SG and MY still play in international server, why they bother play SG MY server, this is same like IMC still steal SG MY player)

No matter where you are, there will always an IP-restriction for some things. Same things applied for Steam. Some games was region locked, and won’t show in your library if you move to other region.
From the STEAM policy (in case you’ve read them), I think it’s clear and loud that it was said that you CAN’T play games when you are in different region from the game you’ve purchased. That applies to ToS too. Maybe you was gifted, maybe you bought it when you are aboard. But, you are now in Indonesia, Japan, or Hongkong. Then it’s obvious as stated in the policy, YOU WON’T ABLE TO PLAY IT.
Now let’s talk about refund.
You buy, yet you know it was restricted in some regions. There is no way STEAM will refund you for that.
You was gifted? STEAM don’t refund for gift.
Nobody is actually forcing you all to buy the DLC, as it was stated in their notes. Yet some people saying that IMC tricked them to. And yet some buy more of it. Funny isn’t it. It was like how you buy stuff based on an advertisement. When you don’t like it, you say it tricked you

If you was gifted by someone else, I wonder how could you even downloaded this ToS game if you don’t use VPN to connect your STEAM account first. A gifted game won’t show in library if it was a restricted region. In this case, you already break the STEAM rules

By TOS SEA you mean International TOS SEA server right?
No it doesn’t. Literally 5 months ago it was announced (for the first time) they would be blocked on the Itos servers. When they try to open IToS on steam the market page is blocked. They circumvented it by buying the game as a gift from a 3rd party seller to add the game to their library and play it. They circumvented the security so IMC beefed up the security by adding the ip block to the client directly. Now they are but hurt because they can’t play and they can’t refund because they purchased 3rd party.
They broke the rules. They got burned.
Dumb thread is dumb… I don’t even want to use the nation card…
When game company signs a contract with a local host for regional support, obviously they would have to ip block players from that particular region. Else they playerbase would be split and the host will be losing money, while paying the game company for the rights to host.
That playoneasia thing wasn’t there in the very beginning.

- what country are member of SEA region ?
- why block now ? why not weeks before ?
it’s been done because of the loophole, shoud let existed player play, but block further incoming IDs
