I play this class myself so I can give you a bit of a guide. I presume you’re going Rodelero 3.
Shield charge - 1: Used occasionally only for the knockdown effect, damage is bad.
Montano - 1: Used only for the stun, the damage scaling is bad and plus it’s slash damage so won’t benefit from Slithering or High Kick.
Targe Smash - 15: Very good damage, 3 charges.
Shield Push - 0: Worthless skill, doesn’t work on bosses, bad hitbox, terrible damage.
Shield Shoving - rest of points go in here: Not that good, but at least it is strike damage.
Shield Bash - 10: Good damage, very fast to cast.
Slithering - 1: Used for the magic immunity + defense against missile attacks.
Shooting Star - 5: This will become your best damage skill after patch. Max this.
High Kick - 1: Used only for the strike damage debuff.

i play rodelero myself, dont listen to the guys above, plus i need to know your full build, i’m a rodelero fencer at 280 already…
Shield charge at 1 is a must for the knockdown,
Shield push at least at 1 for the umbalanced stat is great for pvp (even greater with the korean patch. you can proc knowdown with basic attacks at a chance of 30%).
Shield shoving at least 1, you only want it for the cc.
high kick 1 for the damage debuff and the bind effect.
shooting star 5 multi hit with strike based dmg.
shield bash 10 great dmg plus overheat.
target smash and montano remaining points.
something like this:
Never 0 point a skill. You never know what kind of crazy buff it’s going to get. The unbalanced debuff from shield push knocks enemies down when you hit them after the kToS merger, for example.
If i wanted to knockdown an enemy i would use Bash instead. Low cooldown and 3 overheat charges. With unbalanced u need to do 2 actions
If you want to knock someone down, you already have bash and then shield charge. Plus with shield push, you won’t know exactly if the knockdown will trigger, you wouldn’t know to continue attacking or rush in until after the opponent is knocked down.
Aside from that, I would put points into it because of the leftover points you would most likely have. To each his own I guess.
You could get Doppel at rank 6 and Rode c3 at rank 7, right? Unless you want Corsair…
I want to remember you that recently TOS added the 8 rank class Murmillo, which will reinforce shields attacks for peltasta and rodeleros. Dont give up!!!
correction, they’ve teased rank 8 classes (swordsman and wizard at the time of this post), rank 8 classes arent actually in the game just yet.
But they will be. When I joined this game a lot of people told me “nah you can’t be a shinobi, shinobi class is not on the game.”, “its a hidden rank, there is not a way to be one” . And know? there are shinobis all over the game. There will be murmillos as well.
But bash also scatters enemies and ■■■■■ up your ability to AoE them. Key difference. I’ve been told the unbalanced knockdown doesn’t knock them all over the place. Pretty big deal for PvE.
Turn off your knockdown attribute for bash. Turn it back on for pvp.
