whether its early morning, night or late night…
its always got ppl 
for me the population right now is suitable…
not too many and not too low… just right xD

you are really comparing games that are NOT steam exlusiv…
for example elder scrolls online released like 1 or years before it went to steam…
so pretty every eso-player is playing eso without steam.
but yeah …tos is losing players, but thats no secret.

All those MMOs you listed have like, hundreds of thousands of players (IE, more than twenty times as many players as ToS) who don’t use steam to play those games.
Tree of Savior, meanwhile, only has 7.5k players who do use Steam and nothing else because Steam is the only thing ToS has.

honestly, I played RO on servers of around 700 live ppl and it was PERFECTLY FINE

It’s not about "he can survive"
It’s about it can barely survive.
no one in Queue in most of dungeons. No one in game during the night.
No one in most of fields.
Most of populations are bots and people sitted in town.
The game is gonna be “boring” if keep this way

i feel it too, a lot of newbie on field everytime i reroll my char, looks like more players on varena than telsia this month
I’d say that depends on the game.
How big is the world? What is the level range? How close do players have to be to each other in terms of their level and quests to allow meaningful group play? What’s the size of dungeon groups? Is it possible to be scaled up or down in level for certain content to keep it open to a large playerbase? … and so on …
I don’t think there is a certain population number that works for all MMOs. Some might be fine or even great with a few hundred players, others might suffer even if they have thousands.

I know very few people who don’t use Steam, very few Steam users who don’t play games on Steam over their external clients, and a lot of Steam users who won’t even play a game that isn’t on Steam. Especially for Korean MMOs, it’s not like there’s some huge brand following that is dedicated to playing the game through its own launcher.
You can google “player population” for any game, even the most popular games on Steam, and your results will be fully of how much the population is dropping and how the game is dead. People have been saying Dota 2 is dead for years. The expectations people have towards how much population a game needs to survive is absurd because they’ve been brainwashed into believing that by mega corporations like Blizzard and Riot who legitimately do need millions of players to support their thousands of highly paid staff.
