There was an announcement in game and website posted the news more than 10 hours ago.
They announced yesterday on forum.
Since you are using forum, please read [News and Announcements]

They actually announced hours before. Read the news.
They did announce downtime for SEA and EU servers, but stated this would not affect Klaipeda or Orsha. Now within a 10min notice they said these two would be taken down as well to avoid complications.

The server didn’t go down for ages from that first announcement in game.
