He did apply and he didn’t get a key because the place he lives in does have a local publisher
May be that is the reason you guys have local publishers.

Because I played the first CBT. I only open the Steam and start the update.
still waiting for mine though…
Almost 7 hrs to download the update =0, i feel sorry for you.
I got the same problem (I live in Brazil) and i created my account since 1st CBT too.

Com você posso falar portugreis sou brasileiro também como já participou do 1º CBT é só abrir o cliente da Steam e deixar que ele atualize o jogo. A key que você irá receber é a mesma que foi usada anteriormente.
With you I can speak portuguese I’m braziliam too if you has participated of the Fist CBT. Open the Steam program and allow the update. The key that you will receive is the same that was previously used.
Eu não participei do primeiro, mas minha conta no site foi criada desde o 1 CBT.
Local publishers. Like TOS japan, only japanese are allowed to play. And the language, event, and everythig else are adjusted to their customers convenient. Mostly people that are outside of that country are banned to play.
But it is the same game. I dont think malaysia has a local publisher. So youare allowed to play. No ip banning.
The problem still remains… Today is 23 Oct and no changes… I hope it changes… 
nop, still no beta key… oh well… i just give up…bye
i have the same problem, i’m from Chile and a lot of friends get the key (i did all the process in the right times)
Ran out of daily frag. I wont forgive imc for that.
the problem here is that steam have provided limited amounts of keys. many people registered but not all received keys because of that problem.
like this, i registered 3 accounts but received only 2 keys out of 3 and i also received that message in the one that failed to receive a key.
