Yes it does, I have met at least 2 monks with a Monk2 PD1 build on random mission runs. they are mostly focused on PvP - GvG due to Bloodletting which negates almost every CC debuff

I mostly do PvP or GvG i think must choose PD1 for it 
Don’t expect to do kills in PvP. landing double punch or One Inch punch is a feat in itself, Monk2 PD1 I have seen in vids gets paired with Wizard - mostly Cryo or Kino
Where the wiz does the killing while the monk keeps the melee at bay, going back to role as support - (a very dangerous support)
Energy Blast also has a synergy with Ice wall like phychic pressure
