Probably better to find a multihit class that applies the buffs better. Maybe the Owls apply it and they only have 15s + aoe.
Deploy capella + Golden Bell + Energy Blast might be a good burst. That is if Capella affects physical holy attacks.
Theoretically, that might work, but Energy Blast in its current state (long charge time, Divine Stigma synergy ensures you cannot be in fade, unimpressive numbers without Divine Stigma, easily interrupted, no way to turn off its knockback) is too impractical to use in general gameplay and to be depended on as a burst.
