please can anybody help me I tried everthing on the topic of launcher stuck at 0% but it still doesn’t work for me for me i tried reinstalling the game 2 times and left it on while is was sleeping and it is still stuck on 0%
Maybe try this ? 
Check for any “ghost process” of tos which is still alive in task manager. If its there, maunally kill it and then try again.
Else restart the PC if you cannot manually kill the process (happened to me long back hen i was forced to restart PC every 2nd time i played ToS).
Else try the aforementioned method.
delete user_c.xml . Run as admin after. Good luck
Is it the first time you install the game? If so, that’s normal. The game not only install itself, but also installs all the patches in a big bulk and it takes forever. For me, it took something like two or three hours. Just take your time and do something else in the meantime
