question,though, is there a way nowadays to legitly get 60 titles?
Among those achievable titles, a lot are locked to events, contests or other past instances.
I have counted through the currently available titles and about 72/77 are attainable without event participation [unless there are still treasure chests to open in Sicarius/Demon Prison/etc, no idea about those].
Some of them require pretty hardcore things to do (e.g. gulping down 10.000 potions, achieve 100.000 overkills, playing/triggering gimmicks for several hundreds of times, clearing the hidden Class NPC unlock quests,etc.), so atm averaged you can get around 30-36 titles while playing without performing any outrageous action repeatedly.
I think you’re correct in your numbers depending on interpretation. Their count probably comes from doing a fair amount of normal achievements, combined with a few of the hardcore ones, then adding the event ones.
But that’s even assuming they are planning on most people reaching stage 40 which I honestly doubt. This seems to be more aimed at providing some additional rewards to completionists which was definitely needed.

I’m only Stage 28 myself on my main. It does make me want to actually go out and get titles more though.
Getting to last would be very hard now. Some Titles take a lot of days,weeks,months or other crazy farming.
But they keep adding more Titles in KTOS, so it will be easier to get higher Stages or near max.

Very good point, the large amount of needed titles was also probably in preparation for more as they add them. Let’s not forget further event titles too.
Is stage 40 the max or can we go further?
Stage 40 is the max at the moment.
Stage 40 is current maximum, but who knows for how long?
If they add more stages [maybe with 3 titles per stage after stage 40] it’s possible that people will keep running after said stages forever.
Of course it’s not so much you get for a boost, but it’s still nice to have imo[especially more CON and SPR is always good to have].
Yeah it’s a good system that will work in the future, it’s pretty standard but a good addition.
Do you guys know how to get the Novice -> Tired Rider titles? I’m confused whether it’s just using moving platforms or actually interacting with the gimmicky ones in the orsha side of the map. I’m guessing it’s the latter?
The titles are gained through the actual interactable ones, so Nevellet Quarry 2F, Koru Jungle, Vedas Plateau and others.

Thanks! I guess best way to go about this is to use a camp so you don’t have to keep walking back to the starting point.

Yes, ktos features more (easy) titles. Usually events grant several titles, or new TP shop features (buy new haircut, get title).
This one’s beyond maxed.

They are no longer obtainable. 
They used to be in CBT, or at least KCBT.

What about the ‘Reader’ title that appears in the F1 menu?
The Reader title is obtained from the Explorer’s Gimmick. There’s a great thread here:
