This is a title from the Survival and Victory event, not obtainable anymore.
To get Reader, you first have to do the explorer’s gimmick. Gather 8 torn book pages (rewards from the explorer’s gimmick) then talk to the sage master.
You can just follow this guide [Guide] Explorer Gimmick & New Collections, keep doing it everyday and you’ll eventually get it. You can do the explorer’s gimmick on any amount of characters, you can store the torn book pages in team storage and have 1 character exchange them to the sage master.
