Hello I would like to talk to some gm if possible, I play on the Silute server I have the account a few months, but I only came to play recently about 1 month … I would like to know if they could give me the rewards of Rookie event my account was lvl 1 recently, but I started playing without knowing the existence of the event and this event really helps beginners and I’m having some difficulties.

As you mentioned, the Rookie Savior Event is only for Level 1 Teams. But if you haven’t played in awhile (30 days) you can participate in the Returning Savior Event which will also help you level up. 
You can delete all your character and pet and your team level will be level 1. thus you can join rookie event
So here’s another problem I received the homecoming gift, but I can not get the returning savior’s books just the ones I got from the homecoming gift.
I wouldn’t recommend deleting your characters.
If you’ve talked with the Event Notice Board and have not received any new Returning Savior’s Books, please send in a Support Ticket so that we can check. Feel free to also leave your Server and Team name here.
