Nah, they should just move the skill to Swordsman C1. 
In before Templar C2 has a “Swordsman Training” shop that lets him sell Swordsman skills to non-Swordsman classes.
I could not agree more with this. It should have no weapon requirements and be an inherent part of the Swordsman class. Then Peltasta can be given better skills that actually focus it on tanking properly.
Thing is, people have a very distorted view on what Pelt C1 is: A pulling investment. The tanking ability is fairly crappy in every Swordie tree, nobody can really deny that actually being a sponge in this game sucks, because you can’t even absorb that much damage.
Honestly there’s a crapton that’s wrong with Swordsmen right now (Super bias towards Spear users and screw the rest, extremely high cooldowns in most classes, damage skills can’t even damage due to lack of scaling or extra damage, the nature of the current ‘endgame’), that a simple Swash-buckling move wouldn’t quite fix on itself.
That’s my point, though. Take away Swashbuckling, give them some actual tanking skills.
Aye. Alot of people think that just throwing Swash into the base tree is all it takes, but then you’re just forcing them into a role they may not want. They need fixing yo, atleast the base wise to make it less bias and a little more wholesome.
I don’t think “pulling mobs” is a role, though. It’s just something everyone wants in every party and Peltasta as such will ALWAYS be too good to pass up otherwise. Hence, just give it to swordies by default - and then you aren’t forced to take Pelt unless you actually want to tank.

with this, No-Pelt swordie will have a better chance to be in a grinding party(because of BONUS EXP and they can do more damage than a Pelt C1 taunt slave meat shield), we’ll see something like “LFM need any swordie(we have taunt scrolls)” “LFM need any swordie with taunt scrolls” instead of " LFM need MOFO pelt only".
I hate it when people call a class with a specific support skill a “slave”… I mean look at the value instead of just thinking very dumb that only damage dealers do the job…
You can’t do damage when aggro is on you while you channel your damage skill.
You can do optimal damage when you will die without the healing support.
You can’t grind fast without haste from a support class
You can’t nuke down 20+ mobs without one class that draws the aggro and stack all mobs.
This game is all about class synergy of a group and one without the other wont shine, that’s how MMO’s are supposed to be…
