According to IMC you can buy the dlc for early access anytime you want. I’m assuming they keep it in the store until the openbeta starts.

FP content will remain on any server and character so long as I do not open the GM message during character creation lodge on any server. and we can only purchase 1 FP or all FP right?
The first half is correct. As long as you don’t take out the contents of the message, they will stay on whichever server you choose to receive the pack.
You don’t have to purchase all 3 packs, however. You can remove the pack you don’t want through your Shopping Cart.
