Cooldowns not refreshed in certain maps when changing channels/warping

Bug Description :
When changing channel within certain maps (current list unknown), or warping to them, skill cooldowns are not properly handled or refreshed appropriately. This can lead to, in some instances, skills with normally short cooldowns to reach waiting times of over a minute to re-cast (even if the skill has, for example, only a 10 second default cooldown). This issue affects all skills tested across multiple characters and is not restrictive to overheat or lack of overheat.

Below is a video to clarify the issue. The first portion of the video displays expected and normal behavior (cooldown value persists throughout channel change; cooldowns continue to decrease while changing channels). The second part of the video displays abnormal behavior (tested at the Novaha maps) where the cooldown does not decrease between channels and instead gets larger with every channel swap (cooldown value may at times reset to maximum amount when changing channels; cooldown value continues to increase when changing channels rather than decrease from persistent and correct value). I attempt to cast the spell multiple times at the end of the video to display that the cooldown is in fact impacted and is not just a graphical error regarding the incorrect cooldown remaining.

Steps to reproduce the issue :

  1. Cast a skill that has a cooldown
  2. At any point when the cooldown is displayed, change channels on certain maps.
  3. Map specifics are unknown and may or may not be limited to to: certain maps, map classification (dungeon, normal, etc), Orsha/Klaipeda/Fedimian sides, or more. For the sake of reproduction attempt this Issue at one of the Novaha maps (Anex etc).
  4. Note the cooldown value increases when changing channels instead of decreases.
