Dang, too bad. I tried both with and without VPN, restarted my PC and modem - patcher’s stuck at 0%. I can see in the Resource Monitor though that the patcher is using up bandwidth.
EDIT: Oh wait, it’s patching now. XD

Hm,I remember my ping was 20 when SA was in Brazil. Now is around 150.
yes, the sea server we have is kinda lame, my ping on other sea servers don’t really go over 150.
I’d be fine with 20-100, 200 gets a little slow
