Steps to reproduce the issue :

1. Try entering any instance dungeon.
2. receiving message “Please try again later.”

I fix it when I get that by 2 ways:
1 Using VPN.
2. Relog to other server (for your case, log in varena; create a team if needed. Then buy 1 megaphone. wait 2-3 sec and log out. Log back to your main and try).

I am not really expert in such stuff but it seems to be related with packet loss.

You can check the issue is same as mine by trying to chat in party/guild chat. you will get an error
Connection to chat server is unstable.
