Yesterday was playing normally, today pops up this message that even giving "repair " does not come out!

It might work for you, it’s the same error and also suddenly happened like that. Seems to be related to permissions on directories.
You probably don’t need to use Safe Mode like they did, most likely only need to change permissions and/or owner on ToS/Steam directories. You can read more about it on the steam discussion I linked there.
