Clerics are just fine. It’s just that people are mindless, because Cleric is ± the best base in every game that doesn’t force them to be full supporters.

I remember participating in a PVP-event in Ragnarok Online where MVP equip and the use of potions was prohibited by the rules. I was the only Acolyte[ROs Cleric class]- based character participating. Guess who won?
Free heals and damage mitigation is what makes a Cleric a Cleric, if you take that away he’s just a bad/weak Warrior type class.

As everyone has the free choice in the beginning, you can either choose the way with heals or without heals. Those who go without heals have to suffer a lot more from damage 'cause they need to carry HP potions and wait for the CD after each potion [I’d rather suggest a casting time for each potion instead of a CD time to prevent spamming but meh…].

So why are you blaming someone for bad balance if it’s already balanced enough and you dug your own grave by choosing to go without heals?
Will you blame the Archer/Wizard for trying to hit& run or the Swordman for trying to CC you 24/7 if you’re playing Cleric afterwards?

About the lvl 50 dungeon: If there is noone queuing, how about trying to actively find some people to run the dungeon with? If they are new to the game, how should they possibly know everything about dungeons?
I remember when I leveled my first char, I actually never went into any instanced dungeon until I hit lvl 118, because I didn’t know that running dungeon has so many benefits…
You can’t expect every player to know everything about the game from scratch, especially in the low level range between level 1 and 150.

Alternatively, use a megaphone to invite people; you get 5 free TP every day to buy them, so you could use them on 5 megaphones from the TP shop to find someone to play with.
